Job Title : HS&E Advisor (OM&T 19 - 22) East Region

Reports to : Directly to the Project GS HS&E Manager & the Deputy Project Director (Ops) for functional matters.

Location : KBR OM&T, KSA, East Region

KBR has been awarded a support contract by the UK Ministry of Defence (UK MOD). Under the terms of the contract, which will run until 2022 (with options out until 2025), KBR will provide communications network support and deliver training services in the Kingdom of Saudi Arabia.

This is a significant long-term project and expands our portfolio of work with the UK MOD in the Middle East.

Under the contract, KBR is seeking to recruit staff to deliver :

  • Support in delivering IP Telephony at multiple sites, host applications such as Network Management System, Cable Management System and incident management software.
  • Operation of Service Desks in a number of regions.
  • Support to maintain operational capability of Fixed & Deployable equipment / capabilities.
  • Design & deliver a new Management Information System
  • Technical & English Language Training in a number of regional locations.
  • Built Estate maintenance and upkeep.
  • OM&T Regional Control Centre East. The role of the Health, Safety and Environmental (HS&E) Advisor at Eastern region will be a direct role as an HS&E Advisor to the OM&T contract.

    Working Conditions : Working conditions in the Kingdom can be arduous and includes heat and dust, possibly involving physical exertion and exposure to the elements and hazards.

    Operations will be based on a 48 hour working week, and may include routine air travel.

    Key responsibilities include :

  • Ensuring that all properties associated with the OM&T contract locations meet UK Health and Safety Legislation, conducting regular advisory visits, assisting in HS&E audits and implementing appropriate recommendations
  • Assisting in the completion of risk assessments by providing advice and guidance to those working in specific areas.
  • Assisting the regional manager Health and Safety Committee.
  • Ensuring there is an efficient Health and Safety operation at the regional East location with a system of regular review checks.
  • Regular reporting to the Contract HS&E Manager.
  • The HS&E Advisor will promptly notify the project management & senior leadership team of any health and safety hazards which may arise in connection with the performance of its obligations under the contract.
  • Key tasks include :

  • Undertaking site advisory visits, audits and verification of other local monitoring activities, either individually or as part of a team.
  • Reporting and assisting subsequent investigation of accidents, near miss and environmental incidents.
  • Assists in the development of local protocols, guidance and training materials.
  • Attend and advise project meetings.
  • Assist project management in maintaining audit / action registers
  • Assist project management in maintaining Courage to Care registers
  • Assist project management with regular project HSE committee meetings
  • Introduce and manage HSE initiatives as required of Leatherhead and or Project management.
  • Produce a monthly HSE summary of activity and submit to HS&E Manager, KSA
  • Assist management in the development and currency of project HSE plans and Environmental aspect and impact registers
  • Qualifications, Experience and Skills

    Essential :

  • Have experience in Soft and Hard Facilities Management, and construction related activities
  • Have experience of working in the Middle East
  • Keeps informed of regulatory requirements and HS&E standards / good practice
  • Should have good interpersonal skills, is able to positively influence management.
  • Should have good IT and research skills.
  • Should have a minimum of three (3) years relevant experience.
  • Required to undertake extensive personal development and training.
  • Should have relevant professional qualifications (Minimum NEBOSH International General Certificate, working towards Diploma)
  • Should have experience of working with a multinational workforce.
  • Preferably should have significant expertise to be a subject matter expert in one or more key areas of health, safety or the environment.
  • Skills (Required)

  • Information Technology : Microsoft Office Databases and Spreadsheets.
  • Certifications / Licenses required : Appropriate professional membership.
  • Good written and verbal communication skills.
  • Customer service focused

  • Proactive and willing to assist in the development of safety management systems and processes.
  • Should be self-sufficient and self motivated.
